What are Wood-packing Restrictions and Wumigation in International Shipping?

In Global Freight, Packing Materials Must Comply with ISPM 15 regulations

Generally, ISPM 15 implements wood-packing restrictions that prohibit the international shipping of raw wooden materials.

When shipping goods from the United States abroad, items packed in cardboard boxes must comply with ISPM 15 regulations. However:

  • If you palletize boxes for international transportation, you must use certified ISPM15 or plastic pallets.
     
  • Avoid using raw wooden materials when making a crate for international cargo transportation. Instead, build it from certified, heat-treated wood, plywood, or plastic.

Please note that these wood-packing regulations apply only to the packing materials; they do not apply to the transporting commodity.

Do not confuse the restrictions on wood packing, which apply to international cargo transportation from the USA to most countries worldwide, with the fumigation requirements for goods that are going from the USA to Oceania, particularly to Australia and New Zealand.

All freight transported from the USA to Oceania must be fumigated. These restrictions are known as BMSB rules. If you ship goods to Australia or New Zealand, be prepared to fumigate the entire shipment. We suggest allowing the ocean freight carrier used for your international freight to fumigate your cargo. Typically, you will pay $30 per cubic meter, with a minimum charge of $100 to $300, depending on the carrier. However, this way, you transfer responsibilities related to the freight fumigation to the carrier.

Announcement: Shipping freight to Australia or New Zealand.

Your cargo must be fumigated if you're shipping goods from the USA, Australia, New Zealand, or any country in Oceania between September 1 and April 30. This period is known as the BMSB season (Brown Marmorated Stink Bug), during which strict regulations are enforced.

What You Need to Do:

Before your load is shipped, you must complete and return a Fumigation Declaration. We will send you this document in PDF format along with your shipping instructions.

Please complete, sign, and return it to us via email before your cargo is delivered to the freight terminal.

If we don’t receive your declaration, your cargo will be held. Storage charges will apply, and these costs are your responsibility.

You Have Two Options for Fumigation:

Option 1 (highly suggested): Use the Carrier's Treatment Service. Request it in the Fumigation Declaration.

  • The sea carrier will fumigate your cargo for you.
  • The cost is typically $30–60 per weight or measurement (w/m), with a minimum charge of $200–$300 per shipment, depending on the carrier.
  • This cost is not included in your online quote from AMID Logistics. It will be added to the carrier's freight cost and appear on your bill of lading.

Option 2: Provide Your Own Fumigation Certificate

  • You can arrange the treatment through a certified fumigation company.
  • You must provide a clear certificate that can be verified at any time during international transportation.
  • Be cautious: Carriers and customs officials may reject unverifiable certificates, which could result in delays or refusal of your load.

If your load is going to arrive in Australia or New Zealand during the BMSB season, and:

IF YOU DON’T SUBMIT A FUMIGATION DECLARATION, AND YOU DON’T PROVIDE A VALID FUMIGATION CERTIFICATE, WE WILL NOT BE ABLE TO SHIP YOUR CARGO.
