Some conditions on exporting goods from the U.S. by country

International cargo transportation from the USA overseas can be simple or full of regulations at the time of shipping out of the U.S., as well as during cargo recovery in destination countries. The complexity depends on the kind of shipping commodity and specific regulations in your destination country.
 
Please keep in mind that as soon as shipping from the USA goods enters your destination country's commerce zone, neither U.S. Freight Forwarders nor ocean freight carriers will be able to assist you in the cargo recovery in the destination country.
 
Please be prudent! Before shipping goods from the USA abroad, you may need to check with the U.S. CBP for basic exporting procedures and with your destination country's officials about specific regulations related to importing goods from the USA. You may also want to check for updates from Intertek.com.
 
Here are some export/import regulations that apply to international cargo transportation to particular countries. However, the information does not cover all countries and/or regulations. To avoid possible problems in shipping your goods from the U.S., please contact your destination country’s officials and/or a customs broker in your destination country in advance.
 

Shipping from the USA to ALGERIA: Shipping freight from the USA to Algeria requires to be covered by a Letter of Credit. Also, a Certificat de contrôle de qualité is required for all exports to Algeria.

 

Shipping from the USA to AUSTRALIA: Australian shipments are restricted on wood packing and cargo fumigation. Find more about shipping freight from the USA to Australia in respect of ISPM15 and BMSB regulations in this link.

 

Shipping from the USA to BANGLADESH: Exports of second-hand capital machinery to Bangladesh may require an Inspection Certificate for Customs clearance.

 

Shipping from the USA to BOTSWANA: Exports to Botswana must comply with the requirements of the Botswana Bureau of Standards (BOBS) Import Inspections Regulations (SIIR) to Standards Programme for in order for the goods to clear customs.

 

Shipping from the USA to BRAZIL: Shipping freight from the USA to Brazil requires NCM number and CNPJ: 

On commercial import shipments: Now all shipments imported to Brazil require providing NCM#'S (codes defined by the Brazilian government for the classification of materials) and the CNPJ (number of company’s identification). This information must be provided by shippers to ocean carriers prior to shipments will be released to import to Brazil AND in order to get freight to be released in Brazil.

On personal import shipments: Brazil has new requirements for shipments imported into Brazil. The CPF number (the consignee's passport number) is required to be on the bill of lading. Always advise the consignee's passport number. If not advised, then penalties can be very expensive.

 

Shipping from the USA to CAMEROON: Programme d’Evaluation de la Conformité Avant Embarquement (PECAE) for Exports to Cameroon.

 

Shipping from the USA to CHINA: Shipping freight from the USA to China required consignee's TAX ID# or consignee’s USCI#. Particularly shipping to China requires Consignee's/Notify party's:

  1. Unified social credit note (start from USCI + code number)
  2. Organization code (starts from OC + code number)
  3. Identity card number/passport number if is a personal effect.
  4. Consignee contact name
  5. Consignee contact number and email address.

 

Shipping from the USA to COLUMBIA: Shipping cargo to Columbia requires NIT number (Colombian business tax number).

 

Shipping from the USA to/via EGYPT: According to new security regulations all shipments that go to/or transshipped via EGYPT and SPAIN require a copy of the consignee passport (or visa). Shipments also must be approved by GOEIC to issue the mandatory Certificate of Inspection for exports of Regulated Products to Egypt.

 

Shipping from the USA to ETHIOPIA: Certificate of Conformity is mandatory.
 
 
Shipping from the USA to GABON: Trading with Gabon needs to comply with the requirements of the Gabon government's office, Agence Gabonaise de Normalisation (AGANOR) Conformity Assessment Programme called PROGEC in order for their goods to clear customs.
 

Shipping from the USA to ISRAEL: Shipping freight from the USA to Israel required consignee's VAT (TAX-Number).

 

Shipping from the USA to ITALY: Shipping to Italy household goods or personal effects is subject to Italian Government restrictions and regulations. If shipping to Italy household goods or personal effects, then contact your local Italian Consulate in advance.

PERSONAL EFFECTS RESTRICTIONS: Personal Effects/Household Goods consignments must bear the following clause: All CFS charges Custom Entry and Duty in Italy are for the Consignee s account.
 
The consignee must present a detailed & valued packing list in Italian; a copy of passport; and if consignee is an Italian citizen coming back from the USA he has to also present a Certificate issued by the Italian Consulate in the USA. Certificate of Residency Fissazione di residenza; clearly mentioning coming from...(the city in the USA where he/she is coming from).
 
If the consignee is a foreign person moving to Italy; he/she will have to present a Certificate of Residence issued by the Local Townhall in Italy. Consignee also needs to supply a copy of the filed out Codice fiscale & if they are Italian the auto certification needs to be filled out.
 
 
Shipping from the USA IVORY COAST: The Government of the Republic of Côte d'Ivoire (Ivory Coast) has introduced a Verification of Conformity program for all exports to the country.
 
 
Shipping from the USA to KENYA: To assure Kenyan consumers of the safety and quality of the imported goods they buy, and to protect Kenyan manufacturers from unfair competition, the Kenya Bureau of Standards (KEBS), a statutory organisation of the government of Kenya, has implemented guidelines called the Pre-Export Verification of Conformity (PVoC) to Standards Programme for exports to Kenya.
 
 
Shipping from the USA to KUWAIT: The Public Authority for Industry of the State of Kuwait (PAI) implemented specific guidelines to verify the conformity of all 'Regulated Products' that are exported to Kuwait.' These guidelines are diligently enforced and form the Kuwait Conformity Assurance Scheme (KUCAS). Exports to Kuwait of these products 'Regulated Products require a Technical Evaluation Report (TER) and a Technical Inspection Report (TIR) to clear customs.
 
 
Shipping from the USA to MOZAMBIQUE: Regulated goods (known as the Positive List) may be subject to pre-shipment inspection in the country of export before they are allowed into Mozambique. Goods on the Positive List have to comply with these regulations and must be accompanied by a Documento Unico Certificado (DUC).

Shipping from the USA to NIGERIA: Shipping freight from the USA to Nigeria requires 'M Form' prior departing. The Standards Organisation of Nigeria (SON) has implemented a strict set of guidelines for exports to Nigeria called the Standards Organisation of Nigeria Conformity Assessment Programme (SONCAP).

The 'M form' is some sort of Import Permit that consignees must get whenever they are involved in international shipping of sea freight to Nigeria.

The customer must apply for authorization with the Federal Bank in Nigeria. When approved, the Bank will issue the M Certificate and then, consignee will be allowed to import his goods.

The M Form number must be shown in the bill of lading. Without it, it cannot enter Nigeria.

Exporters must do all the necessary paperwork and once completed, the ocean freight carrier will need the number to input it in international shipping carriers bill of lading.

 

Shipping from the USA to QATAR: Exports to Qatar of vehicle spare parts, tires and some electrical products require a mandatory Certificate of Conformity for Customs clearance. The Government of the State of Qatar, through the Qatar Ministry of Business and Trade – Department of Consumer Protection and the Qatar General Organization for Standards and Metrology (QGOSM), has issued a set of strict rules regulating the import and sale of Vehicle Spare Parts and Vehicle Tyres.

 

Shipping from the USA to RUSSIA, BELARUS, KAZAKHSTAN, ARMENIA, and KYRGYZSTAN: Compliance to Customs Union Technical Regulations is required when exporting to the Eurasian Economic Union - EAEU (former Customs Union). Member states are Russia, Belarus, Kazakhstan, Armenia, and Kyrgyzstan. GOST certification systems for individual member states are being gradually replaced by certification to the Customs Union Technical Regulations (CUTR).

 

Shipping from the USA to TANZANIA: To assure Tanzanian consumers of the safety and quality of imported goods they buy, and to protect Tanzanian manufacturers from unfair competition, the Tanzania Bureau of Standards (TBS), a statutory organization of the government of Tanzania , implemented guidelines called the Pre-Shipment Verification of Conformity (PVoC) to Standards Programme.

 

Shipping from the USA to SAUDI ARABIA: When shipping freight from the USA to Saudi Arabia, every package, carton, and the box must be permanently marked stating the Country of Origin. For all exports to the Kingdom of Saudi Arabia, a Conformity Assessment Programme has been implemented. All products require a Certificate of Conformity also referred to as a SASO CoC to enable them to be cleared through Saudi Customs.

The Saudi Arabia Port Authority has implemented some new rules that international shippers that are dealing with international shipping companies (freight forwarders, NVOCCs, international moving companies) should be aware of in order to avoid fines.

Effective March 1, 2009, the Saudi Port Authority requires all cargo destined to Saudi Arabia to have permanent markings stating the “Country of Origin” on every package, carton, and box. These markings can be engraved, printed or affixed by means of non-removable stickers.

Indicating the geographical region of origin (eg. European Union/Europe) does NOT satisfy this new requirement. The “Country of Origin” has to be clearly stated and spelled out in full. Strict enforcement by the Saudi Port Authority is expected.

Failure to comply may result in the cargo being returned to the country of origin. Penalties may also be imposed on cargo interests. Please ensure that your shipments to Saudi Arabia comply with this international shipping requirement to avoid incurring additional expenses and penalties.

 

Shipping from the USA to SOUTH AFRICA: Shipping freight from the USA to South Africa is under certain restrictions. Here are some requirements in international shipping of personal effects, charity goods or gifts into SOUTH AFRICA

International shipping of Household Goods / Personal Effects:

1) The importer must be in RSA at least 10 days prior to goods arriving so that all necessary paperwork is available.  This is paperwork that only the importer can provide, such as Passport, ID Book, Visa, etc.  Customs do not accept copies, only originals are allowed.  Certified copies not accepted either.

2) Customs allow household goods / personal effects to be imported exempt of duty and vat ONLY if the following conditions are met:

a) The importer is a returning resident who has been out of the country recently for a period of 6 months or longer, ie, if they returned 2 years ago they cannot now bring their goods in as personal effects.  An original passport is required as proof of this.

b) The importer is a foreigner entering the country on a permanent residence certificate, a work permit or a business visa.  Exceptions have sometimes been made for study visa’s but are not guaranteed. A retirement visa is not accepted.

3) Alcohol, tobacco, and consumables (food, soap, make up, etc) are not considered personal effects and are NOT exempt from duty and vat at all ever.

4) Personal items such as clothing, shoes, sporting and recreational equipment, books, etc may be imported if:

a) Goods were exported by a resident for use while abroad and are now being re-imported.

b) Goods are imported by a non-resident for their own personal use during their stay in RSA.

5) ALL shipments of personal effects/household goods MUST have a DETAILED and Priced inventory list showing each item, number of that item and a value.  General listings are not allowed, eg stationary.  It must be specified as pens, books, notepads, etc.

International shipping of Donations:

1) NEVER send used clothing, it is not allowed at all ever and will have to be returned or burnt under customs supervision.

2) New clothing is generally also excluded from any kind of rebate on duty and vat.

3) Motor vehicles cannot be donated.

4) Always check on the donation of ANY foodstuff.

a) Certain foods items are excluded from any duty and vat rebate

b) Certain food items require an import permit

c) Certain food items are not allowed into RSA at all

5) For any organization to receive donations exempt of duty and vat they must be registered as a charitable organization/ religious organization.  Registration MUST be checked prior to dispatching the goods.

6) Permission to receive the donation must be granted by the International Trade Administration Commission if an exemption from duty and vat is to be applied.  Best to do this prior to despatch of goods from the origin.

7) Each donation shipment MUST have a DETAILED and PRICED inventory list.  No general descriptions allowed such as stationary.  The list must specify the exact item, number of that item and value, eg 7 exercise books $20, 15 ballpoint pens $5, etc.

8) Donation shipments should never be sent unless the importer on this side has had time to do the necessary research and apply for the relevant permits, permissions and rebate facilities.

Donation shipments sent with the best of intentions but without the proper procedures and research may end up costing the receiver more than what the donation is actually worth.

International shipping  of Gifts:

1) Unsolicited gifts are allowed from a natural person to a natural person.  No company/business gifts allowed

2) 2 gift parcels per person per year, each under the value of R400 / parcel, are allowed.

3) International shipping of wine, spirits or manufactured tobacco is not allowed as gifts.

 

Shipping from the USA to/via SPAIN: According to new security regulations all shipments that go to/or transshipped via EGYPT and SPAIN require a copy of the consignee passport (or visa) at a time of recovery/transshipping cargo. In order to avoid problems/delays or/and extra charges during shipments to/via EGYPT and SPAIN email to us consignees passport copy (or visa) in advance.

 

Shipping from the USA to UGANDA: Require a Certificate of Conformity for products regulated under the Uganda Pre-Export Verification of Conformity to Standards Programme (PVoC).

 

Shipping from the USA to THE UNITED KINGDOM: Shipping freight from the USA to the UK requires ToR1 filing prior to departing. Exempts from filing ToR1 are commercial (B2B) shipments and shipments to the UK consigned to UK citizens. If a shipment to the UK consigned to a UK citizen, then a copy of the consignee's UK passport must be provided before shipment will depart from the country of origin.

The United Kingdom has a new import customs regulation being brought in on the 1st of April, 2017.

Personal effects need/household goods shipped to the UK must have a specific form filled before the ship sails.

It takes 10 days for HMRC to advise the relevant things so ocean carriers destination agents can arrange the import clearance upon arrival.

All shippers that ship household goods/personal effects to the UK must read and follow these instructions

IMPORTANT!!!: The TORO1 authorization # must be provided in advance before cargo will be submitted to the shipment.

Ocean carriers cannot load cargo without the TORO1 authorization #. Note: Within the UK there is a three-week wait. Then shippers/consignees should experience high storage charges as a result of the lack of authorization# submitted prior cargo departures.

 

Shipping from the USA to VIETNAMAll export shipments to destinations in Vietnam require HS code and Consignee Tax ID to be included in all export documentation. Failure to provide this information will delay cargo from loading.
